Suggestions on how I should cut off excess stern planes rod? Should I use dremel cutting wheel, Snips, jewellers hand saw? I am afraid to blow out the interior mechanics!

Using the dremel may generate too much heat and melt the plastic. May be a hand saw?

If you used thin brass rods I think the Dremel will be able to cut it before you reach the plastic's melting point. If you want you could immerse the part in water, the water will act as a heat sink.

Using my Jewelers hand saw the rods were trimmed perfectly

What diameter rods did you use?

I used all 1.57 mm rods, 2 mm was too thick and less then 1.57 mm had too much play.
