The guy in the starboard tube looks to be wearing scuba gear.
Practicing either submarine escape or Combat Swimmer/agent deployment/recovery.
The TRUTTA (and some of the other boats attached to Squadron-12) did this sort of thing tied up at the pier, but on the bottom, with UDT students -- though they used the escape trunk exclusively, but were also schooled in how to use the tubes as well.

solosub and reddevil, Now that you mention it, it does appear more like the French subs. But, which one? Ive included pictures of the Daphne as well as the Delphin. They both appear to have similar construction as well as modifacations that were explictely designed to screw up us submarine watchers. Have a look see and give me your observations. The first three pictures are of the Daphne class, the last three are of the Delphin class..
