Is it legal to for example design a Snort or SAS system partially based on someone else's design and sell it to a friend?

I applaud your concern and am so relived to know that some people still have a proper sense of propriety. All I ask from my audience/customers/associates/friends is attribution.
Acknowledging authorship -- giving credit where credit is due -- is just good manners and good business.
Few of us 'invent'. Most of us take what has been learned from out Betters and have made it our own.

Indeed! I agree

To get the current status of Ron Perrott I recommend you communication with Bob Martin. Ron is a true inventor and one of the few truly responsible for development of the devices the rest of us use today to make our r/c submarines practical machines.Who is John Galt?Comment

As Dave said, it's gratifying to see someone doing the right thing and reaching out to people before profiting from their work. Also like he said, there is nothing proprietary about the technology that goes into our cylinders. No one will come after you if you duplicate it. That said, setting up a competing line of cylinders based on someone else's work would be unethical.
What Bruce is talking about is a one-off for a friend, which is not the same thing. He did great in attempting to reach out just to ensure no issues arise. I will be reaching out to Ron to let him know, but I don't expect any issues or pushback.

Few years back, there was this European modeler who made his own version of another maker's line of cylinders. The only difference was he used 3D printed bulkheads as opposed to the cast resin of the original. He posted build videos on his youtube channel and made the 3D files available online. He got a Cease and Desist letter from the guy's lawyer who demanded he take down the videos and files or face litigation for his client's loss of income.
