Joe, David's Cabal reports gives quite a bit of detail on the boat. Looks like pages 20 and 32 should answer some of your questions. For further answers perhaps try to post some pictures of the parts using the email I sent you on how to post pics.

Joe: anyone crazy enouogh to get a surface-piercing hydrofoil to work can work out a stupid submarine models assemby chronology of assembly and associated fabrication methodology.

DON'T MAKE ME COME OVER THERE, pal!

First, assemble the hull and as you do so, work out the Z-break between upper and lower hull, and mount all the appendages. Second, get some idiot to provide you a proper SD for the thing (I know just such an idiot). Three, with the SD in hand work out the control surface linkages and SD foundations. Four, trim the boat. Five, sing my praises.
