Stick-on wheel weights for ballast ?

Hi Guys,

I need to ballast my sub. I was looking into lead wheel weights. does the adhesive on the weights work under water or do the weights come loose?

I use goop to attach them as I have had some come loose. Also, I use duck decoy lead straps for the most part. May not be cheaper but they are lead instead of the steel that the tire weights are made from, They are long and thin, easy to cut to length.
