      Hmmm. I'm guessing they're some sort of cable cutting feature incorporated into the blade to enable it to "saw" through ropes or cable that may entangle the prop.

        Turbulators to maintain the low back side of the blade at a pressure just above the vapor pressure of the water there (attempt to reduce cavitation)?

              I would guess they're more for propeller performance than cutting something. Most likely cavatation or vortex disturbance in the propellers wake for acoustics abation and better stealth capabilities.
