      I doubt if your ballast tank will collapse but water will gradually fill your tank as more and more CO2 diffuse into the water. You may need some occasional squirts of CO2 to maintain waterline.
      I'm skeptical that this will be an issue in the slightest. In an active mission, an RC submarine may do a dive/ surface evolution once per, say... 10 minutes (that may even be long). I have doubts (not backed up by an facts as of yet) that any/ appreciable volume of CO2 would diffuse into water in that short a time period, particularly without active agitation. The surface area in contact with the water is only the water ingress holes to the tank, so maybe 2 square inches?
