Two reasons:
1. I don't want a flurry of bubbles within the hull -- the over-pressure is tough on the hull closure fasteners and for the time it takes the bubbles to find their way out of the top of the hull, the boat is very bow light and tends to broach.
2. I want velocity on the weapon. Venting some of the impulse gas inboard negates that requirement.
