Appears to be a modified Krick 1/60th-scale, to me.

Krick hull kit is a good one, it includes ballast system.
Problems I've seen with it is that the Tower is not shaped like the type-VII's tower (not enough angles) and the vent-holes in sides of hull are much larger than original, but may be needed for vent/blow action. These things make it look more like a toy instead of a Scale-model, tho. (Of course anything can be modified)
