    Floating piston ballast tank.

Basically a variation of a flexible ballast tank.

Would it be safe to say that a floating piston is better than a flexible bag as the latter still has the tendency to slosh about and cause instability?

    Very, very slick design.

I have seen this device a long time ago, some Chinese DIY players have used a similar structure when making small RC submarines: a gear pump or peristaltic pump, and a medical syringe, just keeping the syringe housing and piston. There is no limit switch because the air inside the syringe will be compressed when sucking water, and when diving to a certain level, the piston will automatically reset to drain and the submarine will come up.The reason why this system is feasible is that the peristaltic pump produces very little pressure or suction force that it cannot endure highly compressed air(which maybe the main reason why the submarine can automatically come up), and the submarine itself is very small(needs little ballast water).

Interesting yellow peristaltic pump. Gonna look for that one.
