      What would be the secret of getting the two center bulkheads out and then reinstalling them?

        Remove the two servo pushrod wheel-collars, unscrew the ballast servo securing strap and pull it out (long hemostat is your friend here), remove emg. ballast blow valve (if installed), remove all ballast bulkhead securing screws, grease inside of cylinder within forward and after dry spaces, use a screw driver through open flood-drain holes to unseat bulkheads and slide them forward and after for removal.
