I am interested in looking at fish and what they eat on the bottom of lakes, generally in 15 feet of water or less. It seems that mounting one on a submarine would make a lot of sense! What's the best way to get a color camera down there? thanks for your time.

The best way is to use a self contained waterproof camera.
There are several models on the market, the Oregon Scientific ATC2K and ATC3K are widely used within the model submarine community. These are available for under a $100
However there are now some HD versions offering full 1080P available, but at a price. The GoPro HD is a compact little thing, with a waterproof case that should give you superb results. Bear in mind that 1080P offers four times the resolution of standard definition devices like the ATC2/3k cameras.
