Thing is called a 'servo-setter'. A knob on the device, when twisted, sends a signal straight from its square wave pulse generator to the receivers amplifier.
A calibrated scale under the knob tells you when the signal is neutral or any degree from zero, left or right. Disconnect the servo lead from the receiver and hook that lead up to the servo-setter, and twiddle away. You'll need a 4-5 volt power supply -- the same battery pack used to power the receiver and other devices that draw power off the receiver bus.

Once you plug that servo into another system, that servo will move it's bell-crank wherever it's commanded; the servo will drive in the direction and amount needed to null out at the commanded position signal -- neutral if the channel is squirting out a pulse 1.MS long.
