I wish I remembered the guys name, for he deserves credit for sending me the article, but it was authored by a guy using a spark-transmitter and receiver aboard a wooden model submarine to affect rudder movement by remote control. The boat was made watertight with white-lead primer and paint. Made use of a three-pole, hand-made motor, and relay controlled escapement to bang the rudder left or right. Lights atop the conning tower indicated rudder position to the driver on the shore.
Comment was made in the text that he had to stop using the model as a Federal law had just gone into effect preventing all private use of the radio spectrum -- fears of remotely activated bombs likely the cause of that mandate. See the last reel of the recent Sherlock Holmes movie to get an appreciation of what all that was about.
