Mark.
You have plenty of space in both of your subs. The Kursk is huge and your smaller one will even accommodate the system.
In the video of the operation it is installed in a 3 inch cylinder and the pump inside of the ballast tank. It can go outside as well, like the retracting system does on the Type XXI.
The ESC can also go out in the wet with a waterproof unit like the blue Proboat one.
It just depends on how small you want it made, very small to about 1/4 inch dia. Syringes can be used and the counter syringe can go any place in the boat.
For example the retracting cleats on the U-32, the actuators are only 3/4 of an inch tall installed in between the 2 hulls.
The syringes can be cut to any length and the largest ones have a huge travel of about 7 inches. Alternatively, make your own or use air actuators.
Seven syringes of different sizes went into the Type XXI's sail and 4 large ones for the counter syringes all on one pump.
They all went up at different times and some together until all were up, then down as slowly and smoothly, just like scale, I will show the video.
I tell ya guys, if you love to make things work with mechanical engineering and mini hydraulics this is it, the possibilities are endless and you can do it cheaply. Best of all it will not rust!

In most subs then ballast tank is in the center of the sub and is perfect for installation of the masts actuator and counter syringe ,the displaced water is not an issue and can be compensated if needed.
