I do not know, but I have gotten that a couple of times. What worked for me was to log out and back in or I just try at a later time.
If you can cut, drill, saw, hit things and swear a lot, you're well on the way to building a working model sub. -

I don't know of any threads that require permissions. I think it must be an issue with cached files, perhaps? Try clearing your cache and logging back in.
