Building a floating dry dock - need ideas for pumps

I am currently designing a model floating dry dock.

So far its been all in my head but I am about to put pen to paper.

Size was to be Max 1000mm long , 300mm high 300wide

The ballast tanks are to be constructed out of 90mm pvc pipe

I would like to use two pumps (one for each size) able to pump water and suck air into and out of the tanks.

Any suggestions as to pumps- I was originally thinking of windscreen washer pumps but from prevous experience the cheap ones from the local auto parts store burnt out on another project.

Size is not a problem along with weight as I can add more flotation into the design Preference is for something cheap . As for power a 12volt SLA , I could use a spare ESC or even two micro switches and a servo.

the whole idea of the project is to use scraps, odds and ends and if i can source say pumps from dumped appliances the more the better

The problem is see you have to make sure both ballast tanks empty/fill at the same rate or your dry dock could tip over.
Make it simple, make strong, make it work!
