    The early Russian IRBM's could only be launched dry, the boat on the surface. Initially the Commie's had not yet obtained confidence in an in-tube ejection system. So, as demonstrated on this (what appears to be) GOLF class boat, is the hoist and securing arms of the mechanism that raises the missile to 'launch position'. A cave-man approach to the problem, but it worked. The need to do all that puts the boat and launcher at great risk, from both high seas and ASW detection. I doubt they could launch in anything higher than a state-3 sea.

      Yes, somewhere I have seen a picture of a Golf with the missle sticking way up out of the sail.
