Yes. First step is get Bob's book, 'Going (balls) Deep'; as well as Norbert's, 'RC Submarine Technology' book. Read them.
And make your first boat a simple one. I know how bat-**** crazy you heli-guys can get with gizmos. DON'T!!!!!
KISS on that first boat pal, then get stupid once you understand the basics and can get a boat to operate consistently well.
Like helicopters, r/c submarines require a lot of pre and post mission checks, maintenance, and preservation, so you likely have the discipline and are enough of a gear-head to do this hobby right.

There are hundreds of videos on YouTube concerning RC submarines, that’s where I would start. I don’t know what you’re traveling situation is, but you might consider coming to Georgia in September to the RC submarine regatta. Again, go to YouTube, and look it up under Red Clay submarine regatta. Then you could maybe consider becoming a member of the Dive Tribe. That’s where a group of the best and the brightest RC submarine guys get together every once in a while for a live video. Look on this webpage and it’ll tell you what it’s all about.
