Tips on Buying Second hand radios

Saw this posted in a local RC flyer group on FB. The seller just joined the group. Not much info was given. He's asking the equivalent of USD54. I asked if it has crystals he just gave me a thumbs up emoji. I suspect he got this from what's called locally as a Japan Surplus shop. Basically a thrift shop selling Japanese discarded stuffs shipped here in bulk.
