SNORT Mini Pump Controller doesn't Work

The Mini pump Snort system I installed on my 2.5" SubDriver doesn't Work. I followed DM's advice and installed a 22 ohm resistor in the power supply wire to drop the voltage from the 11.2 battery to roughly 5.5VDC. When I put the transmitter switch to on the LED lights but the pump does not turn.
I tried a 6VDC battery touched to the motor terminals and it ran.
Is there any other way to troubleshoot the Mini Pump Controller MPC? All the connections look good. No shorts observed.
