steering arm for the Arkmodel type VII 1/48th

I'm having difficulty finding a thin steering/control arm for the 1/48th type VII aft dive planes. There's very little room to place a steering arm, I've tried modifying current arms, grinding, cutting and a lot of cursing. I've scoured the ends of the internet to find something, but I have been unsuccessful in my endeavor. Any advice?
Note- My current "workshop" lacks serious engineering machinery, as I live in an apartment. I am seriously determined to see this project to the end!

You are not ready yet to play in the r/c submarine game; this activity is not an entry level aspect of r/c vehicle construction or operation -- if you can't construct a simple control horn, you ain't right for this game.

You don't even know the basics yet. You learn them here. Ask questions. I'll guide you.

As far as "engineering machinery," I'm talking about cnc, advanced cad, and high end welding. Who has a cnc machine and welding equipment just laying around? lol.
You're right, this hobbie isn't for entry level people, but to me, that's what makes it even more interesting.
I'm more than willing to learn whatever is necessary to be a part of the few that build and operate these adavanced machines. I'm going to put everything I have into this build. So far it's been some blood, a few tears, and a lot of sweat. (Small room, no ac, and a lot of electronics going).
But again, I'm more than willing and wanting to learn!
If you're willing to help, I greatly appreciate the advice, the compliments and the criticism.

Just need a rotary tool aka Dremel, mini butane torch, some basic hand tools and some synaptic relays.

Those I have! lol.
I've taken a lot of my table top equipment out of storage, drill press, mini lathe, belt sander and grinder, 3d printer, LARGE amount of hand tools, various saws and cutting instruments, and things that make fire when you turn it on!

I was asked to make operational, a non-operational HUNLEY for a friend. I gimbaled the propeller in pitch and produced a scale rudder linkage.
