Unidentified!

My observations.

1. The inverted U shaped lifebuoy leaning against the sail is similar to those I've seen on S Class British boats.
2. Above the sail in the background is a flag that could be a White Ensign.
3. Right upper corner, a row of houses and chimneys that look very Victorian-British and North Country.
4. Sail of background submarine looks like a P Class - to me.

Looks like an external torpedo tube got faired over, removed, or both.

It's not a Slippery T is it? It looks low in the water
