    You could print a new steerable nozzle with a smaller rudder fixed to that. That would really make it turn well.

      Here a update on the file. I added the linkage arm to the rudder. I am basically copying the Thunder tiger Seawolf rudder and ring.and translate it into 3d model with the correct measurements. Then print it in ASA

        The main reason I am designing the parts is. I love my Thunder Tiger Neptune. However I don't like the small rudder and the tiny 37mm prop. When I first made this upgrade to my neptune, people asked where did I get the parts. I told them and they all bought all the seawolf rudders and ring parts and 62mm props. So getting a new larger prop is no problem, but the main rudder and ring parts are just gone everywhere, So I decided to just design the Seawolf parts I needed myself.

          Ok Close to getting done, just need to round off some corners if I want to. The two screws and the shaft bushing just swap over from the reg small Neptune rudder. Oh yea, need to sand and then paint. In the picture, I am comparing the original part which can not be bought any more, with the ASA 3D printed part.

              You ought to make the nozzle swivel with the rudder, that will really make it turn well.
